Organization Chart of VEPF

 

• The Management Council of Vietnam Environment Protection Fund (VEPF) comprises of the Chairman and six (6) members. The Chairman is a Vice Minister of Ministry of Natural Resources and Environment (MONRE); the members shall be representatives Leaders of Departments level from Ministries such as Ministry of Natural Resources and Environment (MONRE), Ministry of Finance (MOF), Ministry of Planning and Investment (MPI) and State Bank of Vietnam.

• Pursuant to the proposals of Ministry of Finance, Ministry of Planning and Investment and State Bank of Vietnam, Minister of Natural Resources and Environment makes a decision of appointing members of VEPF’s Management Council.

•  The Minister of MONRE makes a decision to members of VEPF’s Management Council at the proposal of the Chairman of the  Management Council.

• Term of office of a commissioner shall be five (5) years. After term of office is up, the commissioner can be reappointed.

• A Commissioner may be removed from office in the following cases:

  • Be convicted with a legally effective verdict or judgment by a Court;

  • Incapable or unskillful of assuming assignments, be deprived of or limited to civil capacity;

  • Being unhonest in responsibility implementation of the fields or powers or making corrupt use of one's position or powers to make a profit for oneself or others.

  • Break the law and/or Vietnam's Environmental Protection Fund Regulations.

• A Commissioner shall be replaced in the following cases:

  • He/she submits an application for resignation.

  • He/she is appointed to or assigned other tasks

  • He/she is unfit to assume assignment

  • He/she is removed from office according to the law.

Introduction on the Supervisory Board

• VEPF's Supervisory Board operates under an in-charge basis and has maximum five members. These members are experts in financial, credit, investment and environmental protection fields, in legal knowledge, who have a clean police record of crimes relating to economic activities in accordance with the law.

• Head of Supervisory Board shall be appointed or removed from office by the Chairman of VEPF's Management Council. Other members shall be appointed or removed from office by the Chairman of VEPF's Management Council at the proposal of Head of Supervisory Board.

Professional Implementary Office (PIO)  

• Organizational structure of PIO: 

  • Organization structure of the PIO of VEPF includes: Director, Deputy Directors, Chief Accountant, Professional Departments, Administrative Office and Representative Offices. Organization structure, functions and duties of the asssistance Departments of VEPF are determined by the VEPF's Director upon approval of the Chairman of the Management Council.

  • All activities of the PIO are managed by the Director, with assistance of Deputy Director and Chief Accountant. The PIO operates on in-charge system.
